Sulphurous ships

In an attempt to curb acid rain, the International Maritime Organization has set new rules on sulphur pollution from ships. Environmentalists say the measures are not strict enough. Merchant vessels already spew out more than 7 per cent of the world’s sulphur emissions and the figure is rising, threatening to undo environmental gains made by cutting sulphur pollution from land (This Week, 22 June 1996, p 4). The new rules set an upper limit of 4.5 per cent for the sulphur content of marine fuel oil in most waters. However,
